This is exactly what you need to do in this game, you need to basically restore the civilization in your zombie-ridden town one building at a time.
What do you need to do here? Your tasks are actually very simple, you are a survivor and all you need to do is to first defeat the zombies from the city. You need to make sure that all buildings are reclaimed properly and, once that is done, the survivors need to work together in order to rebuild the city.
Some zombies still remain here so it’s all up to you that you actually bring in the best possible outcome, mainly because these are enemies that will attack you all the time, trying to stop you from rebuilding the city.
